Shoulder-to-Shoulder League: Postal shooting guidelines for 2010-11 only.

We are obviously in an unprecedented weather situation   Matches might continue to be put off until the weather improves (and the way things are going they might get worse again) and there will undoubtedly be a backlog which we might not have time to clear before the end of the competition period (31st March, as clubs will know).

These guidelines are for shooting matches postally where it is impossible to find time to reschedule them in the normal programme due to the unprecedented number of postponements. Readers should familiarise themselves firstly with the standard rules on this topic. The full set is available here, but see Rules 8, 9 and 10 which apply.  These rules are revised as follows:

If two country teams or a country team and a city team wish to change their matches to Postal matches feel free to do so, obviously by mutual agreement.  The witness should be the first individual available taken in following priority order:
1. A rep from the opposing club or another club in the league (as per current rule).
2. A member of another club not in the league who is familiar with the shoulder-to-shoulder league procedures.
3. A club official who must be familiar with the rules and who is not also shooting in the match.
 
If none of the above is possible, clubs could always try asking me to come to witness.

This person should witness and date each card after the shooter has shot and signed it. 

 
I also intend to waive the part of Rule 10 which implies that each team must shoot the match on the same date.  Instead, the two teams should shoot their cards any time during the same seven-day period (eg Wed-Tues).  They must inform each other (and me) beforehand of their respective shooting days.  The 'date of the match' on results sheets I issue will be the later date if the teams shoot on different days.
 
Ten-bull cards with no central sighter should be used, and each club will validate and send a set of eight cards to the other team well before the week of the match (but see next paragraph for exceptions).  There are postal delays just now too, so they should be sent in good time.  Please ensure that all shooters' names are clearly printed on the cards.  Team captains should be prepared to make any sighter diagrams used by his team members available to the witness who might want to check that no more than 5 sighters have been fired.

However, where the two clubs shoot at different distances (eg 20 and 25 yards) the requirement for clubs to exchange validated cards is suspended, and each club should prepare their own cards which must be validated by either the club chairman/president (or whatever the club's head honcho is called) or the club secretary by signing across the back of a diagram of each card prior to shooting.

Both captains must include one result card (or just a plain-paper note) with the teams listed in Matchplay order when sending the shot cards to me.  I'll score the cards and issue the results in the usual way.

The Matchplay league is going to be difficult to run in its present form.  I'd like to suggest that the 'home' team captain emails his team list to the 'away' team captain prior to the match?  This would allow the 'away' captain to list his team in a suitable order if wished.  

 
This is a shoulder-to-shoulder league and I appreciate that clubs might be reluctant to go postal, but nature sometimes trumps our good intentions and it is an option to take if considered necessary.
 
If we approach March next year still with a big backlog, then extending the season might be a possibility, but I'll wait till nearer the time before considering that.

Please do NOT try to arrange ad hoc or impromptu postal matches - they must be arranged in advance.
